Title: Requested Like Mod Feature

I'm requesting a feature for the like mod.

Add admin option to send notification when someone likes your post.

Make it compatible with Topic Notification By PM mod.

Development on that mod is temporarily put aside since I have an some mods to develop (and enhance) for another client.
